簡要規(guī)格描述或項目基本概況介紹、用途：對項目服務(wù)范圍內(nèi)的5座內(nèi)河水閘派員進行運行管理，并對設(shè)施設(shè)備進行日常養(yǎng)護，運行和養(yǎng)護服務(wù)內(nèi)容包括工程運行、維修養(yǎng)護、檔案資料、閘區(qū)管理等內(nèi)容。            

Brief specification description or basic overview of the project: Assign personnel to operate and manage 5 inland river sluices within the project service scope, and conduct routine maintenance on the facilities and equipment. The operation and maintenance services include project operation, repair and maintenance, archives management, sluice area management and other related work.            

合同履約期限：本項目服務(wù)期限自2026年5月22日至2029年5月21日，采取一次招標(biāo)三年沿用、分三個年度分別簽訂合同的方式實施。本次合同服務(wù)期限自2026年5月22日至2027年5月21日。        

The Contract Period: The service period of this project shall be from May 22, 2026 to May 21, 2029. These contracts shall be implemented through a one-off bidding process valid for the entire three-year period, with separate contract executed annually for each year. The service period of this contract shall be from May 22, 2026 to May 21, 2027.

二、申請人的資格要求
2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：根據(jù)《政府采購促進中小企業(yè)發(fā)展辦法》等規(guī)定，本項目專門面向中小企業(yè)采購。中小企業(yè)應(yīng)當(dāng)按照規(guī)定提供《中小企業(yè)聲明函》。        

(b)Qualification requirements to be met to implement government procurement policies: According to the "Measures for Government Procurement to promote the Development of Small and Medium-sized Enterprises" and other regulations, this project is exclusively open to small and medium-sized enterprises. Small and medium-sized enterprises shall provide the “Declaration Letter for Small and Medium-sized Enterprises" as required.        

(c)本項目的特定資格要求：（2）本項目不接受聯(lián)合投標(biāo)。        

(c)Specific qualification requirements for this program: This project does not accept joint bidding.        

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
