Brief specification description or basic overview of the project: This project involves the provision of property management services for the Youth Center of the Administrative Committee of the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, including security services, cleaning services, and comprehensive support services. For detailed requirements, please refer to the procurement documents.
合同履約期限：本項目服務(wù)期限自合同簽訂之日起期限三年，采取一次招標三年沿用、分三個年度分別簽訂合同的方式實施。
The Contract Period: The service term of this project shall be three (3) years commencing from the date of contract signing. The project shall be implemented through a one-time tender with the bidding result valid for three years, and separate contracts shall be signed for each year.
本項目（否）接受聯(lián)合體投標。

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：根據(jù)《政府采購促進中小企業(yè)發(fā)展辦法》等規(guī)定，本項目專門面向中小企業(yè)采購。中小企業(yè)應(yīng)當按照規(guī)定提供《中小企業(yè)聲明函》。
(b)Qualification requirements to be met to implement government procurement policies: In accordance with the Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement and other relevant provisions, this project is exclusively reserved for small and medium-sized enterprises (SMEs). SMEs shall submit the Declaration Letter of Small and Medium-sized Enterprises as required.
(c)本項目的特定資格要求：（2）本項目不接受聯(lián)合投標。
(c)Specific qualification requirements for this program: Consortium bidding shall not be accepted for this project.
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
